This report on youth in Egypt, as one contribution to the current international “Year of Youth’ is only one example of national efforts to draw young people into mainstream society. The report proposes that a ‘Wellbeing Index’ should be pre pared annually for Egypt, possibly by the National Youth Council, and that this would assess progress on indicators such as access to services, income and deprivation, gender, employment, as well as civic participation, family life, leisure and security.

The objective would be to inform policy makers on youth areas needing attention and would set the stage for an integrated Action Plan, the outcome of which could be a comprehensive strategy at the policy and programmatic levels.

The goal, clearly, would be to create a socioeconomic setting that allows Egypt’s young and abundant human resources to better contribute to development
