Regional Disaster Reduction Advisor Arab States for the Arab States, UNDP Regional Centre in Cairo

Zubair Murshed currently works as Regional Disaster Risk Reduction Adviser for the Arab States and is based at the UNDP Regional Centre in Cairo. Mr. Murshed has 20 years of experience in the areas of education, disaster risk reduction and post-disaster recovery. He joined UNDP in 2006 as National Disaster Reduction Adviser in Pakistan and later moved to Cairo as Regional Adviser. Prior to joining UNDP, Mr. Murshed served with the Asian Disaster Preparedness Center in Bangkok from 1998 to 2006. Previously, he worked with a number of civil society organizations in Islamabad and Lahore, Pakistan.
As the Regional Adviser for the Arab States, Mr. Murshed is supporting eighteen countries. He is also supporting the set-up of Regional Crisis Warning and Early Warning System project to develop capacities of the League of Arab States. In Pakistan, Mr. Murshed led the design and implementation of a multi-year Joint UN Disaster Risk Management (DRM) Programme targeted at national capacity development for disaster risk reduction.
He also wrote the National DRM Framework of Pakistan. His key achievements in disaster risk reduction include the set-up of the National Disaster Management Authority, the Provincial Disaster Management Authorities and the District Disaster Management Authorities in Pakistan. At the Asian Disaster Preparedness Center, Mr. Murshed managed the training portfolio and a regional programme on community-based disaster risk management.
Mr. Murshed has participated in post-tsunami recovery in the Maldives, earthquake recovery in Pakistan (2005), flood recovery in Pakistan (2007 and 2010), and post-Horn of Africa famine crisis in Djibouti (2011). After the 2007 floods in Pakistan, Mr. Murshed led a multi-stakeholder team comprising the UN, civil society, the government and other partners, to conduct a response and recovery needs assessment.
He also led the drafting of the second Flash Appeal after the 2010 floods and the integration of recovery needs into the Flash Appeal through closely working with the UN Country Team. In 2011, Mr. Murshed led UNDP’s participation in the Post-Disaster Needs Assessment in Djibouti and wrote the disaster risk reduction section of the report.
Mr. Murshed has written training and advocacy manuals and analytical papers on disaster risk reduction issues. He holds a Master’s degree in Political Science from the University of the Punjab, Lahore, Pakistan.
