Expertise: Kishan has been with UNDP since 1997.  He started in Indonesia as UNDP Sustainable Development and Governance Advisor (1997-2000) and Deputy Coordinator for Natural Resources & Environment (2001-2005), leading cross-thematic programming in the extractive sector, mainstreaming energy & environment into post-revolution governance reform and crisis response programming, and supporting Indonesia's lead global role in Rio+10. 


Kishan went on to serve as UNDP Team Leader for Energy & Environment in China (2005-2009), leading a $250m portfolio of 50 projects on climate change, sustainable energy, biodiversity and water governance.  Priority was on coordination of GEF programming, synergies among climate change and human development goals, mainstreaming biodiversity in development policy in less developed regions, and addressing the impact of China’s growth on the global environment.  


Kishan next moved to the Arab region serving as UNDP Deputy Resident Representative (Programme & Operations) in Saudi Arabia (2009-13) where in addition to representational and management functions, he supported emergence of new cooperation on sustainable energy, human rights and South-South cooperation.


He received the RBAS Knowledge Leadership Award in 2011, contributed to the sustainable development component of the 2011 Arab Development Challenges Report, and supported Arab region analysis in the global post-2015 consultation.


Kishan holds a Juris Doctor in Law (US; 2000) specialized in natural resource governance and international environmental law, a Master of Science in Natural Resource Management (US; 1996) and a Bachelor of Science in Agriculture and Environmental Science (Canada; 1994).


He has published widely on Sustainable Development, most recently: The Emerging South and Evolution of Sovereignty over Natural Resources (Oxford, 2013), Development as Freedom in the Arab Uprisings (UN; 2012); South-South Cooperation for Inclusive, Green Growth (UNDP-IPC, 2012); Social Accountability in Natural Resource Management (IPC, 2011); and Sustainable Development & Green Economy in the Arab Region (RCC, 2011).
