Governance & Peace Building

 UNDP in Tunisia

Our team brings consolidated UNDP expertise in building inclusive societies and sustaining peace through good governance and conflict prevention to support Country Office across the region to address today’s development challenges. At the centre of our work is preventive governance, referring to those processes and mechanisms of democratic governance that ultimately foster resilience against instability and violent conflict. Our approach has been developed in response to Security Council Resolution 2171, recommendations of recent reviews of UN peace-operations and peacebuilding infrastructures and Sustainable Development Goal 16, all calling for a UN system-wide approach to preventing conflict and building and sustaining peaceful and inclusive societies.

We focus on

  • Rule of Law, justice, security and human rights: supporting rule of law; enhancing legal empowerment and access to justice for all; fostering justice and security reforms at national and local levels, including work with formal and informal actors; promoting respect of human rights and gender justice including gender based violence.

  • Inclusive political processes: promoting institutionalization of open and representative state-society negotiation and accountability processes; participatory and inclusive constitution-drafting processes; and professionalization of electoral management bodies;

  • Responsive and accountable institutions: strengthening government functionality for the delivery of social services and economic development at central and local levels, and enhancing local governance and decentralization for state- and peacebuilding, democratic representation;

  • Conflict prevention and peacebuilding: enhancing national infrastructures for peace, trust, inclusion and social cohesion; supporting national dialogue processes; and strengthening conflict analysis and prevention capacities including mitigation and contestation management mechanisms;

  • HIV and Health: addressing social and economic determinants of non-communicable diseases, and influencing social protection policies for people living with HIV while supporting a conducive legal and social environment for them.

Our Team

Jos De la Haye

Cluster Leader Governance and Peacebuilding for Arab States

Brings more than 20 years of professional experience on governance and peacebuilding policy and program development. He currently leads the UNDP governance and peacebuilding portfolio for the Arab States. Spearheading innovation in the development agenda taking into consideration the challenges of the Arab region and its states. Areas of attention relate to preventive governance, peaceful and inclusive societies (SDG 16), migration and displacement, preventing of violent extremism.

Areas of Expertise: Conflict prevention, Resilience approach to development, National Dialogue processes, National Strategies on Governance and Peacebuilding, Youth, political transition, risk-informed development, preventive governance.

 

Malin Herwig

Conflict Prevention & Peacebuilding, Programme Advisor

Provision of policy advice and programme support in areas of conflict analysis, conflict sensitive programming, prevention of violent extremism, social cohesion, dialogue and peacebuilding.

Areas of Expertise: Analysis, facilitation, planning and programming as well as tools such Programme Criticality, Integrated (mission) planning and assessments (PCNA).

 

Marta Vallejo Mestres

Human Rights, Justice and Rule of Law Specialist
15 years of experience in designing, coordinating and implementing programs, policies and advocacy initiatives on rule of law, human rights, access to justice, gender, HIV, and migration in Asia and the Arab States. Managed multi country research initiatives on access to justice and empowerment of excluded groups.

Areas of Expertise: Policy advice, strategic planning, program design and implementation, conducting and overseeing action oriented research focusing on human rights, rule of law, access to justice, gender based violence, and migration.

 

Olivier Pierre-Louveaux

Inclusive Political Processes Programme Specialist
Olivier Pierre-Louveaux is a lawyer and constitutional specialist who has worked on democratic governance and inclusive political processes for the last 10 years.

Areas of Expertise: Policy analysis and technical assistance for constitution-making process, parliamentary strengthening, electoral and political parties support.

 

Elfatih Abdelraheem

Policy Specialist; HIV, Health and Development

With more than 11 years of professional experience on mainstreaming HIV and Health in Development Projects. Elfatih is currently providing technical support on Policy development and reform, on areas related to inclusion of HIV and Health agenda in the broader and sectoral development policies. Including supporting multisectoral response to HIV and Health, inclusion of vulnerable and marginalized population and Health Equity and Governance.

Area of Expertise: Development of HIV project documents related to inclusion of vulnerable and marginalized population, fighting stigma and discrimination and sustainable AIDS financing. Technical support and advisory services on development and implementation of the Global Fund projects. Development of Non-Communicable Diseases projects focusing on Multisectoral response, CSOs engagement and municipalities. Technical support on analysing the Social, Economic and Environmental Determinants of Health.

Regional Electoral Policy Specialist

Over ten years of experience supporting political governance programming at the regional, country office and project levels, with a focus on elections, political party strengthening, and women’s political participation.

Areas of Expertise: policy advice; project design and evaluation; project management; donor coordination; monitoring and reporting; identification and deployment of consultants.
 

Mais Al-Atiat

Electoral Analyst

10 years of experience working with international organizations and UNDP on managing, planning, monitoring and implementation of different electoral projects and programs in the Arab Region.

Areas of Expertise: project management; project design, planning and evaluation; election training and coordination with counterparts and donors.
