Strengthening health systems in Sudan
At the Central Medical Supplies warehouse in North Khartoum: 2.7 million USD worth of medical equipment was officially handed over from UNDP to the federal and State Ministries of Health. The equipment donated by the Global Fund to fight AIDS, Tuberculosis and Malaria, included Lab and IT equipment as well as 22 vehicles to upgrade andsupport 19 Medical Laboratories, 5 Rural Hospitals and 25 Health Care Centers across the country. The vehicles and IT equipments are intended to strengthen the health management teams at the locality levels.
UNDP’s Global Fund supported Health Systems Strengthening project (HSS) aims to improve health services delivery; strengthen health management information systems; build the capacity of procurement and management systems; scale up the availability of human resources for health as well as strengthen the health financing functions at central and states levels
The handover ceremony witnessed the official signing of the Memorandum of Understanding between UNDP and the Undersecretary of the Federal Ministry of Health, in the presence of Federal Minister of Health. The equipment was handed over to 17 Ministers of Health from all over States. The ceremony included speeches by H.E. the Federal Minister of Health, Mt. Bahar Idris Abugarda, UNDP Sudan Country Director, Mr. Sayed Aqa; as well as the Global Fund Portfolio Manager. H.E. The Federal Minister of Health Stated that the Ministry of Health will work in collaboration with UNDP to build government capacity so as to ensure that it will soon take over the role of sub-recipient in the implementation of the GF projects in Sudan.
State Minster of North Kordofan, Dr. Ismail Bushara, on behalf of the health state ministers of Sudan; emphasized the state ministries’ commitment to the federal ministry and its determination to ensure that all equipment and support reaches the targeted people of Sudan.
UNDP Sudan Country Director Sayed Aqa stated that “This ceremony marks an important milestone in solidifying the meaningful partnership with the Government of Sudan. Although this substantial amount of 2.7 million USD worth of items are important to upgrade rural hospitals, health centers and locality health managements; the commitment and determination of all involved is what matters more to make these equipment are used for its intended purpose and well taken care of.”
The project implementation is coordinated in partnership between UNDP as principal recipient (PR) to the Global Fund to Fight AIDS, Tuberculosis and Malaria resources, WHO as a sub-recipient (SR) and the Federal and State Ministries of Health implementing the project activities.
Since its creation in 2002, the Global Fund has become the biggest multilateral funder of the healthrelated MDGs in the world. To date, the funds channeled through the GF have saved more than 6.5 million lives by providing AIDS treatment for 3.6 million people, provided anti-tuberculosis treatment for 9.3 million people and have ensured the distribution of 270 million insecticide-treated nets for the prevention of malaria globally. In 2005, the CCM in Northern Sudan nominated UNDP as the Principal Recipient (PR) for the implementation of the GF supported grants for Northern Sudan. Currently, there are four GF grants under implementation-with a total value of grants administered by UNDP Sudan of USD 301 million, covering the period 2005-2014.
