Africa Dialogue on climate targets sets stage for COP22

Tunis– Representatives from 47 African countries, including 7 Arab countries, discussed opportunities and challenges that their countries are facing in turning climate targets into concrete actions that can mitigate the impacts of climate change and help adaptation to them. These discussions in the Regional Dialogue on Nationally Determined Contributions (NDCs) for Africa, hosted by the Government of Tunisia, from 5-7 September, provided an opportunity for African countries to address key commitments to the Paris Agreement ahead of the next climate conference, COP22, set for Marrakech in November.

“Before the Paris Agreement last year, our focus was on working with partners to identify appropriate climate targets based on national development priorities,” underlined Yamil Bonduki, UNDP’s lead on the Low Emission Capacity Building Programme in the Bureau for Policy and Programme Support. “With the Agreement adopted, signed and, hopefully, soon to be ratified, all attention is on implementation and turning the Agreement into action.”

The Paris Agreement, adopted in December 2015—and signed in April 2016 required all Parties to combine their best efforts through “nationally determined contributions” (NDCs) in order to strengthen these efforts in the years ahead. Parties are required to report on country- and context-specific targets ranging from reducing greenhouse gases in energy use to reforestation to community adaptation.

UNDP and partners are now working with governments to support national efforts in establishing the mechanisms, processes and institutional arrangements needed for implementation.

Countries will next meet in New York on 21 September where the UN Secretary General has requested that they present their instruments of ratification for the Paris deal. China and the United States have already ratified the Agreement and have encouraged other countries to do the same. A quick ratification will allow for the Agreement to enter into force sooner.

UNDP and the United Nations Framework Convention on Climate Change (UNFCCC) are leading a series of Regional Technical Dialogues on NDCs, with financial contributions from many donors. The Africa Dialogue is co-organized with-the United Nations Framework Convention on Climate Change (UNFCCC), the UN Environment Programme (UNEP) and the Global Environment Facility (GEF).
