This paper focuses on the first of these themes by conducting a budgetary review and analysis focusing on government spending. The aim is to first create a baseline understanding of overall allocations with a focus of those for poverty reduction. This will allow for the identification of areas for improved Public Expenditure management in terms of re-allocations, reforms and future monitoring.
