This is an interim report on the UNDP pilot project "Operationalizing Human Rights Approaches to Poverty Reduction.” It outlines the key principles of the Approach: universality, non-discrimination, and attention to vulnerable groups; participation,empowerment, transparency and accountability; and indivisibility and interdependence of rights.
