Launch of the Syria Response Plan and the Regional Refugee and Resilience Plan (2015 - 2016)

The Syria Crisis is the largest political, humanitarian and development challenge of our time. A new approach is needed to respond to the crisis inside and outside Syria.

The Office for the Coordination of Humanitarian Affairs (OCHA), the United Nations Development Programme (UNDP), and the Office of the High Commissioner for Refugees (UNHCR) are jointly launching two plans that will shape the international community’s response to the Syria Crisis in the future: The Syria Strategic Response Plan 2015 (SRP) and the Regional Refugee and Resilience Plan 2015-2016 (3RP).

The SRP provides a framework for the continued delivery aid and support to communities in need inside Syria — including food, shelter and non-food-items, health services, water, education, protection and livelihood support, the UN is also actively supporting the implementation of UN Resolution S/RES/2165.

The 3RP will be jointly implemented by almost 200 national and international partners in Syria’s neighbouring countries, based on their national response plans. The 3RP addresses protection and humanitarian needs of refugees while strengthening the resilience of individuals, households, communities and institutions to cope with the impact of this protracted crisis. Thus, it represents a region-wide approach to provide life-saving protection and assistance, strengthen essential services, and empower communities and host governments.

The launch is hosted by the German Government. German Federal Minister of Foreign Affairs Mr. Frank-Walter Steinmeier, and German Federal Minister of Economic Cooperation and Development Mr. Gerd Müller are jointly opening the event. The UN and partners is represented by OCHA, UNDP and UNHCR, with key statements delivered by:

  • Ms. Valerie Amos, UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator,
  • Ms. Gina Casar, UN Under-Secretary-General and UNDP Associate Administrator, and
  • Mr. Antonio Guterres, UN High Commissioner for Refugees.

Their statements are followed by an input of Mr. Jan Egeland, Secretary General of the Norwegian Refugee Council. Government representatives of affected countries in the region – Lebanon, Jordan, Turkey, Iraq, and Egypt – will present their national response plans to the  Syria crisis, which constitute the national chapters of the 3RP.  

Representatives of more than 30 countries – including countries directly affected by the Syria crisis and partners, including donors have confirmed their attendance. Further, international and national NGOs and media are present in an audience of about 200 participants.

This event is the official launch of the 3RP and SRP. It serves to present both plans to the international community, inform about the challenges ahead and highlight the role UN Organizations, donors and international NGOs will play in their joint effort in secponding to the Syrian Crisis.
